Position Title: Director of Project
Location: ISLAMABAD, PAKISTAN
Reports to: PRESIDENT, RDF
Duration: Contract
INTRODUCTION:
Rural Development Foundation (RDF), is a non-political, NON-for-profit and NON Government Organization (NGO) recognized at the national as well as international level, was founded in June 1978 by Dr. M. Sadiq Malik (Late). It is registered with SECP under section 42 of Companies Act 2017 .
RDF holds consultative status with the United Nations’ Economic and Social Council (ECOSOC), reflecting its global engagement. RDF is certified by Pakistan Center for Philanthropy (PCP) for good practices in the areas of internal governance, financial management and program delivery.
Purpose of the Role:
The Director of Projects is a senior leadership position responsible for the overall management, implementation, and strategic direction of the organization’s project portfolio. The role requires a visionary leader with strong project management expertise, a deep understanding of development issues, and the ability to lead and inspire a diverse team to achieve the organization’s goals.
Key Responsibilities:
- Strategic Leadership & Planning:
- Lead the strategic planning and execution of the organization’s projects in alignment with the organization’s mission, vision, and strategic goals.
- Develop and implement the project portfolio strategy, ensuring alignment with donor priorities and emerging trends in the development sector.
- Ensure the integration of cross-cutting issues such as gender, sustainability, and inclusivity in all projects.
- Project Management & Oversight:
- Oversee the planning, execution, monitoring, and evaluation of all projects, ensuring that they are completed on time, within budget, and meet the highest standards of quality.
- Provide technical guidance and support to project managers and teams in the design and implementation of projects.
- Ensure that all projects have robust risk management strategies in place and that any issues are promptly addressed.
- Team Leadership & Development:
- Lead, mentor, and develop a high-performing project management team, fostering a culture of collaboration, innovation, and accountability.
- Ensure the continuous professional development of the project team through training, coaching, and capacity-building initiatives.
- Promote a positive work environment that values diversity and inclusivity.
- Partnership Development & Donor Engagement:
- Build and maintain strong relationships with donors, government agencies, partner organizations, and other key stakeholders.
- Lead the development of project proposals, concept notes, and funding applications, ensuring alignment with donor priorities and organizational strategy.
- Represent the organization in external forums, conferences, and meetings, advocating for the organization’s mission and priorities.
- Financial Management:
- Oversee the project budgeting process, ensuring the alignment of financial resources with project goals and objectives.
- Monitor project expenditures, ensuring compliance with donor requirements and organizational financial policies.
- Work closely with the finance team to ensure accurate and timely financial reporting for all projects.
- 6. Monitoring, Evaluation, and Learning (MEL):
- Ensure the development and implementation of robust MEL frameworks for all projects.
- Oversee the collection, analysis, and reporting of project data, ensuring the use of evidence-based approaches to improve project outcomes.
- Promote a culture of learning and continuous improvement within the project teams.
- Compliance & Reporting:
- Ensure that all projects comply with relevant legal, regulatory, and donor requirements.
- Oversee the preparation and submission of high-quality project reports to donors, government agencies, and other stakeholders.
- Ensure transparency and accountability in all project-related activities.
Qualifications and Experience:
- Advanced degree in Development Studies, Project Management, Social Sciences, or a related field.
- At least 10 years of experience in project management in the development sector, with a minimum of 5 years in a senior leadership role.
- Proven experience in managing complex, multi-donor projects with budgets.
- Strong understanding of development issues, particularly in[Agriculture, Mother and Child Health Care, Education, Women Empowerment, Disaster Management and Climate Change, Skill development, Solid Waste management, Alternative Energy, Rain Water Harvesting, Water filtration plants].
- Demonstrated experience in strategic planning, proposal development, and donor engagement.
- Excellent leadership, communication, and interpersonal skills.
- Fluency in [local languages and English].

The Senior Program officer is responsible for the successful management and delivery of key projects within the organization’s portfolio. This role requires an experienced program officer who can oversee project execution, ensure alignment with organizational goals, and lead a team to achieve high-quality outcomes.
Key Responsibilities:
- Project Planning & Execution:
- Develop detailed project plans, including scope, objectives, timelines, and resource requirements.
- Coordinate project activities, ensuring alignment with organizational strategies and donor expectations.
- Oversee the execution of projects, ensuring they are completed on time, within budget, and to the required quality standards.
- Team Leadership & Coordination:
- Lead and manage project teams, providing direction, support, and motivation.
- Facilitate communication and collaboration among team members and stakeholders.
- Ensure team members have the necessary resources and training to perform effectively.
- Monitoring & Evaluation:
- Implement and manage project monitoring and evaluation frameworks.
- Track project progress, identify and address issues, and report on performance.
- Utilize data and feedback to enhance project outcomes and inform future planning.
- 4. Financial Management:
- Develop and manage project budgets, ensuring expenditures are within approved limits.
- Monitor financial performance and ensure compliance with donor requirements and organizational policies.
- Prepare financial reports and documentation as required.
- Stakeholder Engagement:
- Maintain effective communication with stakeholders, including donors, partners, and community representatives.
- Address stakeholder concerns and ensure their feedback is incorporated into project planning and execution.
- Represent the organization in meetings and forums related to the project.
- Risk Management:
- Identify potential risks to project success and develop strategies to mitigate them.
- Address and resolve any issues that arise during project implementation.
- Ensure compliance with organizational and donor risk management policies.
- Reporting & Documentation:
- Prepare and submit regular project reports to the Director of Projects and other relevant stakeholders.
- Maintain accurate and comprehensive project documentation, including progress reports, financial records, and correspondence.
Qualifications and Experience:
- Bachelor’s degree in Project Management, Development Studies, Business Administration, or a related field (Master’s degree preferred).
- Minimum of 7 years of experience in project management within the development sector, with a proven track record of managing complex projects.
- Demonstrated experience in budget management and financial reporting.
- Strong understanding of development issues and project management best practices.
- Excellent leadership, organizational, and communication skills.
- Proficiency in MS WORD, EXCEL.
- Fluency in Local language and English.
